The best place to catch Angelfish in The Sims 4 is Willow Creek. The best fishing spots in the area are the Crawdad Quarter, especially the fishing spot near the Municipal Muses Museum, and Oakenstead.
Another fishing spot where you have high chances of catching Angelfish is Potters Splay located in the Courtyard Lane neighborhood.
The best bait to use is bass or frogs.
Before fishing for angelfish, make sure to catch 5 or 6 frogs from the ponds. This way, you’ll have enough bait for multiple attempts and won’t run out quickly.
Minnows and goldfish are excellent bait options for Angelfish.
If a fishing spot has Angelfish, you’ll spot them in the spawner after some time.
Also, a sparkling fishing sign means Sims with a high Fishing skill can catch rare fish there.
Angelfish are very rare, so it takes a lot of patience to catch one.
